Reimagining Governance and Economy: The UAE’s Strategic Shift Towards an AI-Driven Future

The UAE’s AI Ambition: How Artificial Intelligence Is Reshaping the Emirates

The United Arab Emirates is moving beyond the idea of artificial intelligence as an emerging technology. Across government, transport, healthcare, education, business and public services, AI is increasingly becoming part of the country’s operating model.

The UAE’s National Strategy for Artificial Intelligence 2031 established an ambitious objective: positioning the country among the world leaders in AI while using the technology to improve government services, economic competitiveness and quality of life.

Today, that strategy is entering a new phase.

From digital government to AI-powered government

For years, the Emirates invested heavily in digital government. Government services moved online, identity systems became digital and citizens and residents increasingly interacted with public institutions through digital platforms.

AI is now changing the next layer of that transformation.

In May 2026, the UAE announced a major national project aimed at transforming 50% of government sectors, services and operations to Agentic AI models within two years. Unlike conventional AI applications that primarily provide information or recommendations, agentic AI can execute tasks and coordinate processes with greater autonomy.

More than 300 participants from 50 federal entities subsequently took part in a government workshop focused on mapping services, operations and projects for the adoption of Agentic AI.

This represents an important conceptual shift: AI is no longer simply being introduced as a tool for government employees. It is increasingly being considered as part of the infrastructure through which government itself operates.

A new AI and Data Authority

The UAE strengthened this direction in June 2026 with the establishment of the Artificial Intelligence and Data Authority.

The new authority brings together responsibilities covering artificial intelligence, government digital capabilities and national data under a unified framework reporting directly to the Cabinet. The objective is to create an integrated national ecosystem in which data and AI can support faster decision-making, more efficient public services and a more proactive model of government.

The significance goes beyond institutional restructuring.

Data is the foundation of effective AI. By connecting data governance, digital government and AI strategy, the UAE is seeking to create an environment in which information can increasingly become an engine for government decision-making.

AI across the economy

The UAE’s AI strategy is not limited to government.

National priorities include sectors such as energy and resources, logistics and transport, tourism and hospitality, healthcare and cybersecurity.

In transport, AI can help analyse traffic patterns, optimise routes, predict maintenance requirements and improve the management of increasingly complex urban mobility systems.

In healthcare, AI can assist with diagnostics, medical research, operational efficiency and the analysis of large quantities of health data.

For tourism and hospitality, AI can personalise visitor experiences, analyse demand and support businesses in understanding travellers.

And in cybersecurity, machine learning can help identify unusual patterns and potential threats across increasingly interconnected digital systems.

The UAE’s approach is therefore not about creating a single national AI application. It is about embedding intelligence into multiple layers of the economy.

Dubai as an AI laboratory

Dubai has become one of the most visible examples of this approach.

The emirate has been developing AI initiatives across government services, urban management, transportation and digital infrastructure. The UAE government’s official AI platform highlights applications ranging from transportation and robotics to generative AI and digital policy.

In July 2026, the UAE government also highlighted Dubai’s Digital Twin Platform, another example of how data, simulation and intelligent technologies are becoming increasingly important to the management of cities.

The broader objective is clear: create cities where governments can understand what is happening in real time, anticipate what may happen next and respond more efficiently.

Building the human capital behind AI

Technology alone cannot create an AI economy.

The UAE is therefore investing heavily in developing local expertise and attracting international talent. The National Experts Programme launched a dedicated AI track in 2026, covering areas including AI infrastructure, AI models and applications, entrepreneurship, sovereign AI, human-AI leadership and applied AI.

Education is also becoming part of the transformation. In May 2026, a new Master’s in Applied AI was launched for UAE government employees in collaboration with the Mohamed bin Zayed University of Artificial Intelligence, focusing on applying AI to real institutional and societal challenges.

Meanwhile, the seventh cohort of the UAE Artificial Intelligence Program is placing particular emphasis on Generative AI and Agentic AI.

From automation to anticipation

Perhaps the most important development is philosophical.

The first wave of digital government was about putting services online.

The next wave was about making those services smarter.

The AI era is potentially about creating a government capable of anticipating needs, analysing situations and acting proactively.

That could change the relationship between citizens and government. Instead of residents having to navigate multiple systems to find a service, intelligent government platforms could increasingly identify needs and coordinate responses automatically.

For businesses, the same transformation could mean faster regulatory processes, more intelligent economic planning and increasingly data-driven public infrastructure.

The UAE’s competitive advantage

The Emirates has several characteristics that make it particularly suited to rapid AI adoption: a highly connected digital infrastructure, strong government coordination, significant investment capacity, a multinational population and a willingness to experiment with emerging technologies.

Its National AI Strategy explicitly describes the country as a potential testbed for AI and emphasises infrastructure, talent, research, governance and regulation alongside deployment.

The challenge now is moving from impressive individual AI applications to an integrated ecosystem in which AI produces measurable improvements in productivity, public services and quality of life.

If the current trajectory continues, the UAE may become an important global case study—not simply in how to use AI, but in how to redesign government and the economy around AI.

For the Emirates, artificial intelligence is increasingly becoming less a technology project and more a national operating strategy.
